I don't know really if this would work but do you have the video drivers installed on your Notebook for the second monitor?

Hp2009m monitor sometimes will show the "monitor going to sleep" screen faster that normal after the computer turns off,

Well this question is a bit loaded because there are a number of variables at play. You have to think that its not just the timing that could be the issue.

There is an on board video card, sometimes an added graphics card. These may have certain settings in them.

It could be the monitor is slow to respond and not sure you can change the settings.

It could be the way the pc is responding.

Id advise first that you try a different monitor and see if it responds the same way. Then maybe a different graphics card.

Also if you have a friends desktop, you can see if their machine is responding the same way.

My tv screen is blue and my tv won't respond or do anything when I press the input or volume buttons on the front of the tv

If your LCD TV or monitor has stopped working, or is displaying one of the following symptoms, then it's a candidate for some new capacitors
- Flickering screen
- Screen image disappears after several seconds
- Dim screen
- Slow start
- Power LED on, but no picture
- Unusual colors and/or lines
The primary cause of LCD TV and monitor failure is caused by faulty capacitors. You can examine the capacitors in your LCD TV or monitor and actually see if they are bad.
If they appear bulged on top, then they need to be replaced.
New capacitors will solve a host of problems in LCD monitors and TV's and will extend the life of your monitor or TV by several years.
Check the cables, connectors and connections.
Take it to a repair shop.
