Question about Jandy Lite 2 Natural Gas Pilot Light Heater
Does the heater fire up at all? If the igniter is ticking that means that it is trying to fire. The problem can be as simple as a clogged pilot orifice. Otherwise the gas valve may not be opening due to a bad wire telling it to open, or the gas valve has failed.
Also, double check that the gas cutoff valves at the gas meter and the one next to the heater are open, valve handle in line with pipe. Closed, the handle is perpendicular to the pipe. They have been known to shut themselves!

SOURCE: Pool heater leakage
Chances are that the header or manifold is cracked. usually the heat exchanger themselves are not damaged from freeze, but either the rear manifold (header) or the front header (the one that pipes go in and out of). Sometimes both. Replacing the entire heater is not necessary, about $200 in parts usually. I had the same problem and a friend of mine told me that the board is shot and needs to be replaced. I got a new board and installed it just now and everything is working fine now. The back of the board looked a little fried. If you can take the board out which is connected by a ribbon cord and plug and 4 screws on front. It might be possibly fixed by an electronic person or else you will have to get a whole new board $275. Sorry

You have a serious issue call a qualified heating or mechanical contractor sounds like a lock out or solenoid which is designed to shut off gas/flame for things like not blowing your backyard up is doing it's job. Or take the advice of a faceless stranger and hope you get it right 400,000 btu is about 7 x's the average home furnace so should be quite a boom
