Are the brakes center pull or side pull?
Center pull would have a nut directly in the center of the brake. Now go to the brake lever on your handle bars and tighten the turn screw where the cable handle is. Keep turning the nut till your brakes grip.
If you have side pull brakes. Then where the cable meets the breaks. Their is a nut that the cable slides through. Loosen the nut and firmly pull the cable till its tight and retighten the nut.

Depending on how high they need to be raised you may need to consider an adjustable stem or a stem extender. I would recommend taking your bike to a good shop as they will be able to take a look at how your bike fits you and what your options are .Its not just as simple as loosening the hex bolt in the stem and raising it as most stock stems don't give you much extra safe length to work with.

How to adjust the handlebars on a bike

To adjust the handlebar position on your Raleigh, loosen the nut on the bottom of the stem extension. Use a 13mm or 14mm wrench, whichever fits. Do not use pliers or Vicegrips! It is upside down, so be careful to turn it counter-clockwise while looking at it from the bottom. To change the handlebar height, you need to loosen the bolt on top of the vertical part of the stem. You may need to tap it with a small hammer to break it loose after it is loosened about 1/4 inch. Now you can adjust the handlebar height, being careful not to exceed the maximum height engraved on the stem. You should also carefully align the bars with the front wheel before tightening the bolt. If you do not understand the terms used here, you should take the bike to a bicycle repair shop.

There is a nut dead center on the front of the brake caliper. loosen that and adjust it left or right a pinch and tighten back down while holding it in position.

Does anyone know how to lower the seat on a Raleigh SC30 Bicycle?

usually, the saddle is mounted onto a male shaft that fits into the rear female of the frame - this can be loosened by undoing a nut located under the saddle. it will loosen and you can then twist it up or down - it still remains quite tight. don't forget to re-tighten.if this is the obvious solution that you have attempted, then I apologise, but this is how all saddles are adjusted - I thought - here in UK at least

Lower the seat on a Raleigh SC30 Bicycle

There should be bolt or quick release lever holding seat in position. Loosen the bolt or lever, adjust seat, retighten. If seat post is stuck, apply some WD-40 or similar lubricant, wait a while, and try again. you may have to twist seat to turn post and break loose if there is rust.

When 'riding" or when 'pedaling'. The only moving parts are the wheels and the drivetrain. The chain can be rubbing somewhere. Narrow it down for us by observing.

Most bikes aneed a tune-up after the initial break-in to account for shifter and brake cables stretching.

You'll find all the adjustments the same place.

Raleigh sc30 bicycle has a front shock absorber. Is it adjustable or can I make it just be solid?

I can't find any doxumentation anywhere for that model.

I'm guessing the technology is elastomer so the only option for adjustment would be to replace the elastomer, if they even make different ones.

"Shimano 21" doesn't really narrow it down much.

What exactly are you needing instructions for? Most bikes are just static frames with a bunch of aftermarket (Shimano, for example) stuff hung on them.

Everything on a common bike is found on just about any other brand of bike and the individual components are usually documented at the individual manufacturers' websites.

Places like document many of the repair and adjustment procedures.

Google will find tons of How-to videos for assembly and adjustment.

You might find a Raleigh-specific manual for your bike here...

I have a Diamondback bike for my wife. Wildwood model that has sticking front brakes and is hard to steer to the left. I suppose that i just have to adjust the brakes, but how do I do that?

Make sure all the break caliper support parts are tightened, and the break cable doesn't get caught on any thing when you try to turn, whenever the cable is pulled-on the breaks will be applied.
