It has happened twice now--both times in very cold weather--that my parking brake will not release. The warning light does not come on, but I notice that the car is extremely slow moving...almost as though the engine won't respond, but it sounds more like the brake is engaged. I also notice that if I pull up on the brake as if to engage it (when the car is stopped, of course), there is no resistance (again, as if the brake is already engaged).

There should be a manual release. Reach up along the parking brake pedal. Ford has a manual lever that you pull toward yourself to release the parking brake. Hope this helps our with your problem. Best of luck.

the retainer for the park brake cable may be not in the right spot.there is two places it can fit.

Sounds like the fuel pressure regulator is allowing the fuel pressure to bleed down. While sitting (key off) it should hold about 30 psi of fuel pressure to keep the system primed. When it bleeds down it causes an extended start, you sometimes have to cycle the key a couple of time before it will start. If this is the case then replace fuel pressure regulator. FYI pumping the accelerator on a fuel injected vehicle does not prime the system.

The parking brake problem could have started the problem you are having in the coldest weather. Some may disagree but look carefully at the emergency cable parts. The cable is suppose to equalize the pressure to each wheel. Some of the rear brakes are made to automatically adjust the SERVICE brakes when you use the emergency brakes. Therefore if the emergency brakes are not automatically tightening the SERVICE brakes, you can get excessive play in the "star" wheel and the flat rod that spans both shoes.
This means that the brake cylinder pistons can travel
too far in the cylinder and are trying to bridge the gap. The hold-down pins and springs are loose too.
You can also have moisture in the rear brake lines and the "Brake warning light" is coming on because the proportioning valve is not returning to center in the lines. You should have a power bleed job with a cleaner run through the system and new fluid. That may fix the problem without checking the adjustment of the rear brakes.
