Make sure the 12v power connector is securely connected to the system board. If you open up your computer look at the end of the board that the memory modules are there is a 4 pin connector thats the 12 v Make sure thats plugged in and secure, If thats ok you have already did the removal of the memory and replaced them, take out any pci express cards and use your onboard video, if that don't work try one memory module at a time see if that works you already seem to be savoy enough to do that and try that, and if that does not work you may need a new power supply. You can check it but probally will be bad I have the same desktop and thats been a problem with these 5150 along with the mother board going out after the warranty expires. ok - the amber light of doom on a dell means one of two things - either your power supply is pooched - or your motherboard, If under warranty dell will send out a friendly tech to replace them - if not it will cost you a bit. get the price and consider if it worth upgrading instead. Contact your dell rep or dell tech support and see what they say

Check motherboard for bad capacitors. I had the same problem and when i had bad capacitors replaced everything is ok.

Please try the following
1) Remove ALL wires from thw back of the PC
2) Press and hold the power button on for approx 15 seconds
3) Replug only the mains power wire and the monitor cable and then retest

Solid Amber light is a No-Boot scenario for all DELL PC. It may be either Power Supply, motherboard, memory or Proc. If you try to call Dell customer support they might try to let you isolate the problem by opening up your pc. But they will replace the parts necessary if they found out that its broken and your XPS is still under warranty.
You can call 1-800-232-8544 be sure to have you Service Tag or Express Service code ready.
