I want to know why most of our engineers to know how to troubleshoot a circuit board diagrammatically ?

It's the technique used, essentially the power flows through a circuit like a hosepipe, if it's blocked at one point by a fault then it won't carry on down the rest of the pipe.
Circuits have a point of entry and exit so it's a natural thing to check from source to exit to find an issue

It is also an indicator that your circuit board is made out of glass-epoxy whose natural color is green.
