If the arrows that are slightly on top of each other green, those are freeze arrows. You can get rid of them by turning them off in Options after selecting the mode.
If they're not green, it might be a workout step (not 100% sure). You can turn workout steps off in Options after choosing Workout Mode.
If the arrows appear slightly on top of each other despite configuring the options above, it's probably just natural in the game.
I was having this exact same problem! So frustrating because you know that the mat does work since it works in the menu. Anyway, I found this on the Konami website: This problem indicates that the dance mat is not plugged into the 1st
player port. Please check that your dance mat is plugged into the port
which is closest to the power button. This port also has 1 dot next to
it, to indicate that it is for the first player. Otherwise, the system
will not register that there is a first player at all, which is why the
mat won’t work in any other port than the 1st player port.
They are more than likely in the wrong slots. The first two slots to the right are the fourth and third controlers. Simply alternate the slots for a working of the pad. Also as a reminder, try not leaving the "nun-chuck" in the Wii remote, while playing.
We found the solution on another post:
"Try making sure that the DDR mat is plugged into the FIRST controller jack (there are 4). That is the only way that it is associated with controller 1. If you plug it in any of the other controller jacks, you will be able to use the mat with instructions, configuration, etc., but not to dance. Hope this is your problem! -GeoffM" Good luck!
