It just keeps beeping and is not displaying anything but the little heart on top right

#1-check to make sure it doesn't need new batteries
#2-make sure that you are placing the cuff as directed.
#3-make sure that you are holding your wrist at heart level

The little heart and beeping only sounds to me like it is not picking up your pulse. Is the cuff tight enough before pushing the button?

My heart rate is registering betwee 37 and 38...for resting. I know this is not accurate. This problem just started. When exercising intensely, it registers at 58 to 72. Any recommendations?

change you "HR view" to HR, not HR%. Currently you are seeing your heart rate as percentage of your Max Heart Rate (Max HR) but not by beeps per minute (bmp). Go in to the settings and see HR View.

Precor C846 Recumbent Bike - heart monitor not working

You can test the HR grips to see if the wiring is good all the way from the contact grips to the upper board by doing a test with your meter. Get a meter that can test fuses and beeps if the fuse is good.
disconnect the 4 pin brown connector at the console board, on one side will be some metal contacts.
Touch one end of the meter lead to one wire and the other to the HR contact plate on the handlebar. try all the contact plates on the handle bar until it beeps, then move the lead to the next wire and repeat until all contact plates beep. It all of them beep then your wiring is ok and the problem is in the Heart Rate board in the console or the connection point on the board.
Let me know how it turns out.

Heart rate monitor Results question

The ultimate goal of training with a heart monitor is to be able to run longer and faster with a lower heart rate. If you keep track of your results, there will be a couple of ways to see the progress. First, as you improve, you will see that running the same distances at the same heart rate will become easier. Effectively, you will be able to run faster for these distances without your heart having to work as hard. This is a direct reflection of increased efficiency of the heart. To see this, try running a set course - with your monitor - that is several miles long, and stick to a preset speed, perhaps your marathon pace. Then, under similar weather conditions, try the same course again a few weeks later. Run it at the same pace as you ran previously, and compare your heart rates for the two runs. If you've gotten fitter since your first run, your heart rate should be lower during your second. Another way to see results is to keep track of your resting heart rate by taking it down and recording it every morning before you get out of bed. Many trainers recommend that runners keep track of their RHR on a daily basis, and, as stated above in the RHR section, increased fitness should bring with it a lower RHR.
