MOST OF THE TIME THEY WILL NOT ADJUST UP AND DOWN. LOOK FOR A SMALL LEVEL AT THE BOTTOM OF THE BASE OR JUST BEFORE THE BASE. I JUST GOOGLE IT AND FOUND PICTURE OF IT.

Confusion installing drivers on Dell Latitude 120L laptop running XP

to run duel screens you will need a graphic board that has 2 outlets
I run a nvidia board and it has a dvi and vga outlets connected to 2 monitors
open up the control panel and go to display

that will show 2 screens and they will be identified as 1 and 2
the printing will be for one screen and it will say -make this my main screen
further down will be a dropdown box that will have extend screen
click on that
as for the screen size or pixal settings click and drag the slide button up to the top and click on apply
any way in that display section you can move and click on different settings to get what you want, always apply to fix the settings selected
it will come back with a message --do you want to retain the settings and if you are happy --click on yes
regardless of what you choose , you can always reset at a later time

Whats the resolution setting for a L1715s monitor

The LG L1715s can support resolutions between 640 x 350 up to 1280 x 1024 @ 75Hz. The recommended resolution is 1280x1024 at 60Hz. The preset modes are:
VGA: 640 x 350 @ 70 Hz, 720 x 400 @ 70 Hz, 640 x 480 @ 60 Hz

VESA: 640 x 480 @ 75 Hz, 800 x 600 @ 60 Hz, 800 x 600 @ 75 Hz, 1024 x 768 @ 60 Hz, 1024 x 768 @ 75 Hz, 1152 x 900 @ 65 Hz, 1280 x 1024 @ 60 Hz, 1280 x 1024 @ 75 Hz

I am getting a message traveling across my screen that says, "Input Signal Out of Range." Then, after about 1 minute I get a "going to Sleep" message, and the screen goes into sleep mode. I keep having to...

that message means, you have the unstated PC, set to a super high resolution, that is totally ******* on this old screen,
buy a newer screen,
or change the resolution.
no PC stated , at all. model , is it HP?
no OS stated, if XP hit F8 and run safe mode and lower the resolution to 1024x768.

Take the card back - take the pc tower with you - take the cover off and show the sales man where you need the card to fit - you do not have PCI slots - sorry - but there is a pc video card that will make you happy - just get one made for your set up-

That would have nothing to do with the fact your TV only has a 60 hz refresh rate, the cable box will switch to the correct format just like it does with 720 or 1080 resolution.

No clear picture just wavy lines and error message

The spec sheet I found says your monitor should be able to display 1280 x 1024, 720 x 350, 720 x 400 and four other resolutions in the 640 x .... range which are pretty useless. Try setting ti to 1280 x 1024 at 16 million colors @ 60 Hz and let us know what happens.
