SOURCE: Interior cooling fan has stopped spinning,

No fuse. The obvious thing is to check the motor itself, which means it must be pulled. Once you gain access to the motor, with the power shut off to the unit, try spinning the blade to see if it is bound up.
If it's spinning freely, remove it from the unit, and test the windings on the motor for continuity with a VOM meter. If you have no meter or access to one, or aren't familiar with electrical, then take the motor to an Appliance parts house. They can usually test it and most carry motors that are adaptable for beverage coolers. Make sure they know whether the machine is a 120 or 240 volt unit.
If I'm not mistaken that motor runs 24/7 when cooler is powered up.

Water dripping on everything inside - seems to be collecting on outside of upper fan housing. Drain hose is not clogged.

You need to shut it off and get the ice to melt off the coil. With that accomplished, put a thermometer inside and don't put the temperature below 37 degrees f. Hope this helps and good luck.

My beverage air MT 12 works but it turn on and off every 5 minutes

for cooling or heating is similar in the same basic funtion they need a thermostat for on and off cycles , don't know how it is integrated in your refrigerator but try to trouble shoot that sector first ,maybe locating the thermostat, see if the manual has spec for readings with a multimeter if not might try to research values on the net and tested first , see if it helps good luck hope you can fix it

Is it normal for the fan to run all of the time? Even when the compressor is off.

Good day,
If it is a beverage cooler, then yes, that is normal. It allows the temp to remain constant from top to bottom. Domestic refrigerators as a rule shut the fan off with the compressor, but on most any commercial cooler regardless of it's application keeps the fans running all the time.

My bev air mt12 runs but does not cool ...the compressor runs but the temp remains the same

AFTER PULLING THE COMPRESSER @ EVAPORATER TRAY THE SYSTEM BEGIN TO PULL DOWN THE TEMP IMMEDIATELY AFTER APPROXIAMETLY 40 MIN I HAD A DROP IN TEMP OF 22 DEGREES GOING FROM 80 TO 38 IT THEN BECAME EVIDENT THAT I HAD A PROBLEM WITH FREE AIR FLOW ACCROSS THE COMPRESSOR & EXITING THE BACK OF THE UNIT. THE UNIT SITS IN THE GARAGE WITH A 4 INCH CONCRETE CURB BLOCKING THE FREE FLOW OF AIR MOVEMENT . SO RELOCATING THE UNIT WAS THE SOLUTION..
