SOURCE: We are having difficulty timing our slow cooker recipes in the KC271LC .

The manual doesn't say what the levels are, but the cover says the AC power rating is 340 watts. Most of that would be going to the heater, and low temp should be about half that. If you need a copy of the manual, here's the download link:

SOURCE: slow cooker won't heat up

I suspect that a thermal fuse to protect against overheating has failed. Endless numbers of fairly new coffee makers fail for the same reason and these are failing at too low of a temperature due to sloppy Chinese manfacturers. These devices have been used for many decades without problems, failing only when the design temperature was reached but those available today may look the same outside but are junk and will fail whenever they feel like it. This fuse is normally spot-welded at both ends due to the temperatures to which they are subjected and are not replaceable; they can't be soldered in place as the solder would melt.   We are at the mercy of Asians today for just about everything.    A year ago, I had two coffee machines fail in a three day period and jsut took the refund instead of having a thrid one fail too.

Della 12 Quart 1600-Watt Electric Pressure Cooker Multi-Functional Timer Slow Cook XL Part number: 048-GM-48261 Unable to get this cooker to slow cook.

it is possible that you have misunderstood the instructions
for a slow cooker you have low medium and high
press slow cook and on low and in 8 hours the food is cooked
I see from your statements that you expect the cooker to be set on slow cook but cook at a high temperature fast
if it says slow cook --9 hours and the temp is 125 degrees , have you waited 9 hours to see if it is cooked as the slow cooking process is by the gradual build up of heat in the container that is not expelled by radiation to the air
in a pressure cooker , that build up of heat also builds up pressure and so it cooks better
other solution--- if it is not right return it for a warranty refund or if out of warranty , junk it and get a different make

What is the auto setting for?

The auto setting keeps the food at a certain temperature, turning the heat on and off. Low and High are fixed heat settings that don't shut off.

Does a slow cooker manual exist for a Consul brand Model SC-1? Or could you provide some basic guidelines for operation?

Correct, if it is like this one. You can test it by pouring in a kettle of boiling water and seeing what happens when you have it on the two heat settings. One will bubble considerably faster than the other. I had a similar one that was free with a newspaper subscription. One setting was barely a simmer and the other was a fast simmer, in fact a bit too fast for chilli, and we had to keep switching between the two settings.

Can you boil in a slow cooker?

Generally, with enough heat and good insulation, water will boil. Boiling is caused by non-uniform heating - some spots are hotter.
My wife's slow cooker boils even on the low setting -slowly, but it boils.
Our rice cooker never used to boil until I burned tomato rice in it (OOPs). Don't make tomato rice in a rice cooker.

Whats the differences with the low high and auto settings on a slow cooker which setting is considered best for cooking stews

The difference is the time and how warm it cooks. Low cooks a slow, lower heat - cooks 6-8 hours. And High is a faster cook at 4-6 hours. I tend to use low for stews and chilis.

Rival 38651-C 6 Quart

once the slow cooker reaches a temperature set point it shuts off. when the internal temperature drops the thermostat turns on again, otherwise even at a low heat, everything inside would boil away. Hence the term "slow cooker."
