If there is no setup code in the code list of the remote to serup your Nextec VCR/DVD with RCA universal remote, the remote cant be set to that device. That is all.

Note : Codes vary on the brand and model no. of the universal remote control. Codes above are the most common 3 digit used for GE television, however if the codes didn't resolve the issue, you should give me the brand and model of it to determine the exact codes for your unit.

You may also confirm if your remote control is working fine by aiming directly the infrared emitter (sensor) to your cellphone camera, while pressing any button key on the remote control, you will be able to see the flash of the infrared coming from the sensor.
