Possible that the starting capacitor to the motor is weak or damaged and does not have the value to initiate the start . You can couple a capacitor in series to confirm before replacing the component.
If the motor still hums then it is due to winding failure and the motor must be replaced ONLY if this is worth the cost.

Hitachi table saw motor just Hums.

Question edited for clarity.
Question moved from Laundry Dryer.

Replace the start capacitor on the motor. The classis reason for humming and not spinning. The start capacitor gives the motor a jolt to get it running.

Blower won't run

usually a "humming motor" indicates either a bad capacitor or a defective motor. With the power off try to spin the blower wheel...it should spin freely. If it is tight or wont spin and there are no obstructions stopping it (like an air filter sucked into blower or other debris) then the motor most likely is seized. If the blower wheel spins free then you may have a bad capacitor. Keep in mind, just because the blower spins easy doesn't mean the motor is good. I have had motors that are defective that dont seize up but most of the time the blower wheel will not spin free if the motor fails.

The motor is overheating and the heat sensor is switching it off.Replacing the motor should cure the problem...Good luck....Nomess

My blower motor will not start. it hums and gets very hot. i can spin the wheel with no resistance gmp075-4

Assuming you are spinning it when the motor is humming, if the motor runs after spinning it it could be the run capacitor (replace) or open/broken start winding in motor(need new motor). Humming should indicate the motor is getting proper voltage. If motor does not try to run by spinning then open run winding in motor (replace motor).
