Start in Safe Mode. Go to Start > Run / Search and type MSConfig. Disable all unknow and as many items possible in Startup tab, The more the faster the PC will run, and hopefully disbale the problem app from starting.

Look for a '.ini' file called 'Rise2' - double click it to open it up.
You will see this about mid way through the list that then pops up:
change all of the 0's into 1 - then go to file, save. This should fix any issues you have with the mouse not working properly.
