I there is a rubber seal in the way. I can't get the drain to "seat and lock".

pull rubber boot away and you should see a nut or connecting ring. you can use thread tape on the leaking threads for the nut or use a rubber gasket washer depending on the setup inside. if all else fails you can put duct tape along the leaking area make sure water is off and area is dry.
