If you have bluetooth on the tv then there should be an option to search for the device you wish to pair with in the settings on the tv. If you don't have that option then you would most likely need to purchase a bluetooth adapter to plug into your tv in order to connect your keyboard
your problems sounds a bit like the one I had when connecting a printer to the router. Your tv may not be connected to the router
You have connected your smart tv to the router with the name and password that your other devices have that are connected to that router?
Then you should be able to to use the tv as a tv or to go online on the internet, using the keyboard and mouse.Or use the remote.

I've never seen a smart TV setup, but here's a couple of thoughts I had:
Has the keyboard worked with the smart TV yet? It's possible you haven't plugged in the dongle to the USB port, if it's a wireless keyboard. Then again, you might need to use an on-screen keyboard for a setup entry.
