If you have bluetooth on the tv then there should be an option to search for the device you wish to pair with in the settings on the tv. If you don't have that option then you would most likely need to purchase a bluetooth adapter to plug into your tv in order to connect your keyboard
I've never seen a smart TV setup, but here's a couple of thoughts I had:
Has the keyboard worked with the smart TV yet? It's possible you haven't plugged in the dongle to the USB port, if it's a wireless keyboard. Then again, you might need to use an on-screen keyboard for a setup entry.
