When placing Starting blocks on a running track, how far from the starter line should they be?

You should set the starter block so that it is about 2 or your own foot lengths away from the start line. This is so that you are not in-front of the start line before the race has started.

Do I need to bleed the fuel line if I have ran out

No place to bleed a fuel line. If you can get to the starter motor easily take off the small diameter wire and turn the key to the start position. The engine will not turn over but the fuel pump will run . Hold the key for a few seconds then put the wire back on the starter motor and try starting it again.

Are you pulling the plug to check for wetness after cranking it a few times, WITHOUT using the starting fluid? Also, I would recommend using carb cleaner in place of the starting fluid. Starting fluid runs the engine VERY hot for a brief time and can possibly damage rings, valves, and aluminum parts.

Starter blocks decrease the amount of time it takes the athletes to reach their maximum speed by:

1. Giving the athlete a firm surface to push off from and

2. Allowing the athlete to position themselves so that they can gain speed as quickly as possible from the starting position.

So that the starter blocks are effective and to ensure that you have them in the correct position you should please the two pedals about your shin length apart.

1999 Silverado with 139000 miles, turns over very slowly but starts everytime. Battery or starter?? Do not have a meter to check battery

I would suspect the battery more than the starter. But you can check it without a meter. Most auto parts stores will check your battery for free. But if that is to far, how does it start with a battery charger hooked up while starting. If it isn't as slow, then the battery, if it is something else, not necessarily the starter.

My jeep has been running pretty good for its age but tonight after work i got in it and it started fine drove to walmart went in came out 30 min later and nothing! the lights worked the stereo worked the...

First verify that the battery has full voltage and has clean terminal connections at both ends of the cables (at battery and block/starter or power distribution center. A low battery often has enough volts and amps to operate most accessories but your starter draws far more than any of them and will break the connection when used.
If everything there checks out, test all fuses in the power distribution center, check the starter relay by swapping it with another (most have the same parts #). If you have a full 12volts at the main starter terminal, and 12v at the small trigger wire on the starter, chances are your starter has failed. Also try starting in neutral. often the neutral safety switch fails but since neutral starts are made less frequently those contacts are still good. If all of the above does not work, you will need a chilton or haynes manual and a good multi-meter to start tracing out wiring. (usually you will find the problem before needing to go that far though).

Not starting and stumped

Your pump is running but that does not mean it is actually pumping any fuel. If you have no fuel at the filter and the pump is running it is almost certain the pump is not pumping any fuel therefore it is defective.
