The way the knife works is that it has two knife blades put together. These blades are serrated (notched). When the power is on, the blades move sideways and basically saw through whatever they are cutting.

Where can I find this knife?

These older models are hard to find when you need them. The only place I've found them was on Ebay, and I see there is one currently for sale (new in box). Here is a link if you decide to go that route.

Where do I find the electric carving knife by toastmaster have used for a long time and now can't find anywhere

I've never heard of the "Nil" part, but the best place to find these older model appliances is on Ebay. I typically hate buying on Ebay, but these older model electric knives are no longer made and hard to come by elsewhere.
I found one where the seller has very good feedback ratings, and the price is about $24 total shipped. Here is a link below, if you decide to go that route. Hope this helps.

Can you recommend a good electric knife for turkey carving?

I use the Cuisinart CEK-40 electric knife every year on thanksgiving and christmas for about 10 years now. It's a great knife. Obviously it's lasted a long time and I've never sharpened it once. Here is a youtube review of it. You can see it in action.

How do i fire up my ooooold sunbeam electric knife, model EX

Perhaps you can find somebody else with a Model EX that has a different problem and make one working knife out of two. At the moment I have a perfectly good one with an intermittent trigger switch but haven't found a matching unit with a working switch.

I need a Hamilton Beach Scovill Gourmet center Knife Midel 223-3

You need the knife? The model number you refer to, 223-3 is telling me it is for a food processor / gourmet center, not a knife. Do you know for sure is that the part number of the knife?

Cuisinart CEK-40 electric knife. Stopped working,

The top section where the blades are inserted, the grey piece, are two sections glued together. Need to separate the halves to have access to the motor, gear and electricals.
