A Colander (or cullender) is a bowl-shaped kitchen utensil with holes in it used for draining food such as pasta orrice. A colander is also used to rinse vegetables. The perforated nature of the colander allows liquid to drain through while retaining the solids inside.

I got a layer of white cloudy film on my dishes after normal wash

Doing a full vinegar cleaning of the diswhasher is a good start, and every 6 months or so if you have hard water.
But, I have proven that using ultra-cheap dishwasher powder will cause this problem too. Recommend after you do the cleaining with white vinegar through a quick cycle with no detergent, you use only a brand name powder (like Cascade or Electrosol) and see if problems persist.
If problems remain, the heating element has probably failed. Once it is replaced, you will see a dramatic improvement. Good Luck!
