You can certainly turn off the wireless signal. This is located under Wireless Setup -> Radio Setup on the router's administrative page. If you are hard wired to the router, do the following:
If any of the default information has changed and you do not know what it is, you will likely have to reset the router to its default specifications.

If a LAN connected PC will not work while a wireless laptop is connected you need to go into advanced router setup, bandwidth management, and untick the three boxes labeled "active" to disable the band width management. Easy!

Did you try upping your lease time and see if that changes things.
The lease time is the amount of time before a DHCP request a new IP address.
Ususally it get the same, but if it is malfunctioning it can cause problems like this.

You will have to reset the router to factory settings. There is a small hole in the back, depress the microswitch with a paper clip when the power is on. The default password is 1234. Some of these devices are general, while others are hardwired to work with certain providers. So if, say, this 660 is branded with embarq it is unlikely that you can set the parameters to work with other providers.
I should mention that if you care about security you should not use WEP - a cracker can break an internet connected WEP device in minutes with the right toolset. The protocol has many problems that simply can't be fixed, period. Consider using WPA2 with WPA backcompatability, as allowed by the 660.

This was asked a very long time ago, and I presume you have not been waiting for 7 months for a response from here.
I use a lot of different devices with my 660HW. including a PS/3 and my Android cellphone.
My suggestion would be to:
1. Broadcast your SSID, at least until you have gotten wi-fi working.
2. Use WPA2 with WPA compatibility turned on. You should not use enterprise solutions unless you have a radius server, and if you do I don't expect you to be asking these questions here.
3. Initially select a simple, repetitive security key, like dumdumdumdum. Do not leave it like that. Be sure you have turned on "let me see what I type".
If you post another question here, please give us more info. For example, what message do you get? Can you see the access point with your macbook at all? If it fails to connect, does it take a while or fail in under a second?
If you can't see the AP at all, maybe you need to enable it in the zyxel. These devices are used by one of the big providers as the default device that is given to end users, and wi-fi may default to off.
