You need to take your phone to samsung shop or any phone repair shop so the your phone can be reformatted. By so doing, it will wipe of all codes and make your phone factory default. Also they might have the unblocking code software.
best way to change tones is to download them on to your pc and then connect your phone to pc with samsung software that should have come with the phone and copy tones in to music folder of your mobile. not sure on the wallpaper - im guessing they have to be particularl size to display correctly ?
i don't know if there is a site where you can download some software. but this problem happened whith my samsung u600, all i done to fix it was to unplug my mobile phone from my laptop and then plug it in again.
