What causes the led light on a 2013 32 on a emerson lf320em4f to flash 20 times then the tv flashes on then stays off but the led light stays solid?

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

If blinks continue without any pause, the main board is faulty.

L E D christmas lights stay on when shut off.

No it's not. Your LED Christmas lights are okay. Your surge protector is fine too although the switch on your protector is an SPST type - it is connected to one line of your AC outlet. When turned off, the line with the switch is physically cut, but the other line is still alive. Some LED circuits and TFL lights blink even when the switch is turned off, probably because one line of the AC power is still (a)live. If this worries you, just unplug the LED lights from the protector.

I need a simple wiring diagram to turn on 40 red leds and 40 green leds on a 9volt battery

Two ways to do it..........

One is a Series circuit, the other is a Parallel circuit.

Of course you can also use a Series/Parallel circuit.

Each LED has a Positive ( + ) connection, and a Negative ( - ) connection.

A) Series circuit:

One side of Switch is connected to Positive ( + ) of the Battery.
The other side goes to the Positive ( + ) of the first LED light.

Then the LED's are connected together in a Series.

Negative of first LED light to Positive of second LED light.
Negative of second LED light to Positive of third LED light.
Negative of third LED light to Positive of Fourth LED light.

And so on, and so on, until you come to No.40 LED light.
It's Negative connects to the Battery.

ONE LED goes bad, and none of them will work.
Old Christmas light strings are set up this way.

B) Parallel Circuit:

Switch to Battery - Positive ( + )
Wire goes from Switch, to 1st LED light's Positive connection ( + )
Then wire from 1st LED positive, to 2nd LED Positive ( + )
Then wire from 2nd LED Positive to 3rd LED Positive.

And so on, and so on, until you reach the 40th LED.

Then wire comes from Negative ( - ) of Battery, to Negative of 1st LED.
Wire from 1st LED to Negative of 2nd LED.
Wire from 2nd LED to Negative of 3rd LED.
Wire from 3rd LED to Negative of 4th LED.

And so on, and so on, until you reach 40th LED.
Wire connects to Negative of 40th LED. Then a wire connects from 40th LED Negative, and goes to Negative of Battery.

Series Circuit;

Over to the Left side you see the Battery symbol. There is no switch in this circuit.

In the Battery symbol, the Longer line represents the Positive pole.
(Positive connection)

Resistors are represented by the squiggly lines. In place of them put your LED lights.

A Switch would go in-between the Battery, and first LED light; on the Positive side.
(ALWAYS put the Switch on the Positive side. Can explain in detail if you need)

[The Top line in the diagram, is the Positive 'wire' ]

Parallel Circuit:

In a Parallel circuit, if one LED light goes out, the rest stay on.

Both clip led light stay on and amplifier is switched on

If the clip lights are on the unit has detected too high an input level. With nothing connected, this indicates a problem in the pre-amp section. Since this happened right out of the box, don't waste time on it. Return this for a warranty exchange.

TDP-S8 Power supply led not lighting up. Unit not working

There seems to be problem in your power supply. Look for any swollen capacitor --- generally 3300uf, 10V. Be careful about the polarity of the capacitor before you take it out. Check the capacitor to make sure how it's mounted ( for polarity purpose). Negative side of capacitor will be toward the outside of pc board. Substituting 2200uf, 16V capacitor for 3300uf, 10V will work ok.

LED comes ON.
(3) Lightly press the panel button again.
(4) Check that all the LEDs except the Ready LED are OFF.
✒ If the toner sensor is ON, the Drum LED stays ON (error).
✒ If the front registration sensor is ON, the Alarm LED stays ON (error).
✒ If the upper paper cassette sensor is ON, the Data LED stays ON. (error) (HL-1250
only)
NOTE:
The lower paper cassette solenoid is turned ON/OFF even if the panel button is not pressed.
(5) Check the rear registration sensor.
✒ If the rear registration sensor is stuck backwards, the Ready LED stays OFF. (error)
✒ If the rear registration sensor is moved back and forth, the Ready LED comes ON at
any time. (error)
(6) Check that only the Data LED comes ON while pressing the panel button.
✒ If the paper eject sensor is ON, the Drum LED stays ON. (error)
✒ If the lower paper cassette registration sensor is ON, the Ready LED stays ON. (error)
If the registration sensor is ON, the lower paper cassette solenoid is turned ON, and
the Ready LED also stays ON. (HL-1250 only)
NOTE:
The lower paper cassette solenoid is turned ON/OFF even if the panel button is not pressed.
(7) Install the drum unit.
✒ Check that the Drum LED goes ON and the Ready LED goes OFF.
(8) Close the front cover.
