Without actually looking at the wiring - you'll need to provide the same voltage level to this wire that it sees when the parking brake is set . This is usually tied to either +12V or -12V. So, if the radio plays when it is grounded (or -12V), you can tie it any ground in the vehicle. If it plays when it is hot (+12V), then you'll need to tie it to any +12V source. Be sure you're connecting to a VOLTAGE source, and not a data bus that is found in newer cars.
Once you do this, the radio will be fed a signal regardless of the parking brake position.
