Replaced the manual feed tray separation pad (it is right under the pick-up roller). The HP part # is RG5-2703. First remove the pickup roller then you can pops it out with a small straight slot screw driver.

Maybe your printer is in Manual Feed mode, thus the feeding from the paper tray is turned Off and so no matter how much or little paper is there, the printer will still complain (unless there's paper in the Manual Feed slot, when printing!)
It could be your paper pickup rollers are not delivering paper initially into the machine, to feed through it and to print upon it.

Does the printer try to feed the page and does not?, or does the mechanism not engage at all. If it tries to feed and is unsuccessful then based on the age of the printer likley the manual tray pickup roller is worn out and the separation pad is likley bald as well. You can use the paper path test to confirm if the tray is working at all. That would really be the first place to start.
Your problem description is not clear, but based on experience I bet that your printer is taking three sheets of paper at a time. The pickup roller in tray 2 and the separation pad in the tray are probably worn out. They are easy enough to replace. You can verify that printer works properly by printing from manual feed tray and if that works ok then above solution is likely your fix.
HP LaserJet P2015 Series Printer - Replace the pickup roller (tray 1)
Unplug the power cord from the printer, and allow the printer to cool.
Press the print-cartridge-door button to open the print-cartridge door.
Remove the print cartridge.
After removing the print cartridge, only handle it on the ends.
Grasping the pickup-roller cover with thumb and forefinger, squeeze the left side of the pickup-roller cover to release the left retaining tab, and then slide the cover to the left and up.
Failure to slide the cover to the left when removing it can cause the right retaining tab to break.
Press the two black retaining tabs outward until the pickup roller is released from its seat.
Remove the old pickup roller from the printer.
Line up the black retaining tabs in the printer with the grooves in the new pickup roller, and then press the pickup roller into the pickup-roller seat until the retaining tabs click.
Do not touch the pickup-roller pad.
Grasping the pickup-roller cover with thumb and forefinger, insert the pickup-roller cover's right retaining tab into the retaining slot.
Squeeze the left side of the pickup-roller cover and insert the left retaining tab in the retaining slot.
Reinstalling the printer is related the Software.
If the paper gets physically jammed than its the driver setting issue or hardware issue.
Check if two sheets get jammed or only one sheet.
If it is two sheets than printer is picking up multiple sheets and paper gets jammed.
If the printer is jamming a single sheet than remove the Tray and look there is rubber roller inside if there are marks or lines on that rubber roller or if the roller roller is worn out than that rubber roller called as paper pickup roller need to be replaced.
If that looks fine than try to priny using manual feed and if the problem persists from manual feed too than try another toner cartridge
If the problem is not from Manual feed Tray that Replace the main Tray with known good Tray and check if the issue resolved.
Hi if you says that the paper gets jam at the fuser meeting point than i m sure that registration assembly which register the paper with toner cartridge is not working properly this is internal hardware fault.
It may caused due to faulty pickup assembly too.
There is a small **** manual feed tray try to print using manual feed and check if the problem persists then registration assembly is faulty if the it print fine from manual feed than Tray 2 pickup assembly or pickup roller is faulty.
Fred shine a flashlight down the paper feed throat and see if the feer roller is rotating when the printer tries to print. I have had to replace many of the feed rolls and separation pads in this series of printer. the tires get dirty or worn and feed multiple sheets or none at all. check for obstructions as well-sometimes the black mylar sheet which sits in front of the feed roll gets in the way of the paper path and has to be pushed in place. I have also seen paper pieces stuck next to the paper path switch which is visible after removing the toner cartridge. hope this helps.
