Firstly, take a quick look at the back whenTV turns on and see if there is back light or not. If no back light, the most suspective board is power supply. If it has back light, it needs more steps to find out exactly defective board.

The problem is that there is a bad capacitor on the power supply board of the television, it is still turning on because it is not yet completely bad. While it tries to respond is when you get the clicking sound, therefore it is going to keep acting that way until the bad capacitor is replaced.
Run a check on the power supply board, you will definitely see the bad capacitor, have it replaced and the television will turn on after reassembling the television back together.
