Whirlpool front load commercial w/coin slot model @ chw9900wq0 I had a service tech out today he spent two minutes looking at it and told me I need to replace the front pannel. Is this correct? I had it running but couldn't fuigure out how to set the codes.

what I have found is that the washer thinks it is not pumping out .. if your drain pump is clearly removing the all the water in a good time... then the problem is your pressure switch...it is telling the computer that it still has water in the machine...
replace the pressure switch and it will solve your f21 error.
It is a round unit on the right hand side on top...with a tube and wires going to it...let me know if it helps

An easy Fix. Take off the kick panel, 3 screws 1/4 inch. Make sure you have a shop vac ready or a lot of towels as there will be some water. Always disconnect power to washer and dryer, and turn off water to washer. Your filter most likely is clogged with change, screws, lint, and other household stuff that we leave in our pockets! Unscrew the cap on the filter, easy to find, since you have the kick panel off! Take everything out of the filter. Take your shop vac and **** out remaining stuff in hose. Also, **** up any water that has leaked in and around the washer. Screw the cap back on hand tight, put the kick panel back on, turn your water back on, plug it in and there you go! Maybe takes an hour and saves you a repair bill. If you are not comfortable with this procedure then call a maintenance person that is qualified.

If the timer and lid switches are funtional and the machine is filling and shutting off correctly that only leaves the motor. Have the motor tested or replace it. Even though the timer is running it is possible that it is still at fault. If you have access to another timer try switching them to make sure it isn't the timer. This does sound like a faulty motor and I would start with that assumption.

Check for the drain hoses(both sides of the pump) and check for a blockage,then check the pump for blockage,there should be 4 impellers on this pump and they can get broken off by coins and debris. This solution will fix your problem.

The F70 and F71 error codes on this model of washer indicates a communication problem between the user interface control board and the central control unit (main control board). These error codes can sometimes be caused by a power surge or glitch through the electrical lines. Try unplugging the washer to completely disconnect electrical power. Wait 1 minute and then plug the washer back in to the see if the fault code clears. If it does, then the washer may work normally.
If the code reappears, then you could have a wire harness connection problem, a failed user interface control board or a failed central control unit. I recommend calling a service technician to properly diagnose and repair this type of problem so that the correct component can be replaced.
Be sure your unit is plugged into a 3 prong grounded outlet as well.
F71 is a "heatbeat failure" which means that your front interface control board is shorted and will need to be replaced. it's actually fairly easy to replace and can definitely be done by yourself. To access the part, just pull the unit forward and remove the 3 screws coming in from the back of the top panel. Remove the top panel by pulling it back, up, and off. Then remove all the screws going into the top of the control panel. Remove the dispenser drawer and remove the screws coming in through the dispenser. Remove the screws coming from the inside of the dryer going forward into the control panel, then remove the control panel (it's just clipped in on the bottom. After that you can disconnect the wire harnesses to the front interface control board and replace that part.
