Start by trying this. NOTE: Perform the following procedure to reset the Drum Cartridge counter after you replace the Drum Cartridge. Do not perform this procedure at any other time.
From the Standby Mode, press the [Menu] (up arrow) button, then press , , , . The screen will display: Change drum.
Press , then press [Enter]. The screen will display: Completed.
Press [Stop] to return to the Standby Mode.
If that doesn't work try this. You may not be able to perform step 1 but that's ok.

Solution: Print / Clear Documents From Memory
Make PrintableEmail this page Any documents stored in memory due to an error condition will print after the error is corrected. The errors may be: 'paper tray(s) out of paper,' 'paper jam,' or 'out of ink'.
Print a Pending Jobs report to determine what types of jobs are in memory. Press the [Menu] (up arrow) button, then press , .
If there is a job with the status of Resend Stored Fax, turn off the Resend Stored Fax feature to delete the job.
To turn off Resend Stored Fax:
From the Standby Mode, press the [Menu] (up arrow) button, then press , , , . The screen will display: Resend stored fax
Press  to disable the feature.
Press [Exit] or [Stop] when the menu selection screen displays to return to the Standby Mode.
Print the ITU-T mailbox report to determine if there are any mailbox documents. From the Standby Mode, press the [Menu] (up arrow) button, then press , .
Print any documents stored in an ITU-T Mailbox:
From the Standby Mode, press the [Menu] (up arrow) button, then press , . The screen will display: Mailbox
Setup & delete
Press  to select Confidential mailbox, or  to select Bulletin board mailbox. The screen will display: Confidential (or Bulletin board)
Send to mailbox
Poll from mailbox
Store to mailbox
Press  to print from the selected mailbox. The screen will display: Box number (20 max) [_]
Use the numeric keypad to enter the mailbox number, then press [Enter].
NOTE: If you entered a password when creating the Confidential Mailbox, you must enter that password now to print the document.
Enter the password if required, then press [Enter].
There are some settings to check.
1 make sure the ECM mode is ON.
2. Make sure Junk Mail is OFF
3. Be sure Secure receive is OFF.
There is also an adjustment called Distinct ring that may have to be set. it is a slightly differnt set up for differing modles.

You may have a bad fax board in the machine. That is the least likely problem. Those boards are pretty reliable, but not perfect.
I must complement you on all the checks you have done. Most people will not suspect the phone line.
Well, one other thing I thought of with the Phone line. If it is a digital phone line, Xerox fax has problems with digital lines.
Those are the things I can think of.
