How do I time a 185 Yamaha exciter 1981?

Hi, Lou your carb is the issue and may need to use Berryman Chem Dip to remove hidden contamination and the usual suspects are:
1. Idle speed improperly adjusted.
2. Air fuel mixture screws not properly adjusted.
3. Inlet system air leak.
4. Leaking accelerator pump.
5. Loose low-speed jet.
6. Plugged low-speed jet.
7. Contaminated or plugged low-speed circuit.
8. Enrichner valve/choke not seated or leaking.
9. Multi carburetors out of sync and need to be balanced.

100 psi per cylinder is way too low--should be in the vicinity of 150-165 per cylinder
back firing indicates wrong firing order and as you have replaced the plugs etc check that you have the leads on the correct plugs in the correct order
the timing for the engine should be around the 10 degree btdc and not tdc

Is there not a radiator cap on a 1999 silverado? want to flush sysyem but do you refill through resavoir?

If you don't see a cap, you don't have one. If you are flushing in hopes of correcting an overheating problem, be aware that if the radiator is partially obstructed, the flush chems sold today are too mild to actually do much. The better chems were all banned by the epa.
If you are just doing routine maintenance, easiest method of draining is to remove the lower hose at the radiator, let the system drain, put the hose back on, fill with water and any chems you want to use, run it as per instructions, drain again, fill with more water and repeat with water at least twice before draining and filling with new antifreeze.(do all flushing with heater on full heat) Keep the cap off while doing this so you don't build up pressure and be careful draining hot water. Even though they are mild for the job, chems can still irritate your skin so be careful. When filling for the final time, make sure the system is full and the thermostat has opened before closing it up. Always check everything over for leaks.Any other questions? Just ask!!

Okay its like when i press the gas it stalls or when im at a light my car would sputter and then slowly die out and cutt off my alternator is good i tested it at auto zone and i replaced my battery what...

That car may have a carburetor.....that is...pre- fuel injection. Have it checked for adjustment, linkage problems, accelerator pump failure....or may need to be rebuilt. If it has been sitting for a long time, blow it out with some chem-tool, then take it for a ride on the highway and blow the cobwebs out of it. USE COMMON SENSE....wear eye protection when messing with chem-tool or simular. Have a fire extinguisher handy. Replace the air breather back on the carburetor correctly....because, if it backfires while driving it, it could catch fire. ( ever see a car on the side of the highway...on Fire...?) this is why....!!
