You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. You can reset admin password on Toshiba PC Laptops with Smartkey Windows Password Recovery, just do as the following steps,
Step 1: Download the above Windows Password Reset Tool setup file from http://www.recoverlostpassword.com/products/windowspasswordrecovery.html and install it.
Step 2: Launch Windows Password Recovery Enterprise and create a windows password reset bootable USB pen drive to make the application Bootable. All this steps should be done on any computer you have access to.
Step 3: Now go to the locked computer and insert the Bootable Windows password reset pen drive you just created.
Step 4: Reboot the locked computer and follow the instructions to reset forgotten windows administrator password.

It really depends on the program you want to remove. If it is something you don't use anymore, then it will be just fine to remove. Be careful not to remove your anti-virus or software that contains drivers ie. display driver software
