Remote ineffective. Even with fresh, tested batteries, the remote will not control any of the vcr functions, although the vcr can be operated (except for programming, of couse) directly with the controls on the vcr. Both an RCA and a Panasonic universal remote were tried without soccess. In other words, it appears that either the vcr is not sending the signals or the vcr sensor is not properly picking them up.
OK, I have this same problem, but you can make it work by opening the battery compartment and moving one of the 2 batteries out and re-inserting it. It's time consuming and irritating, but this is how I get mine to work. I'm currently looking for a replacement, but I fear there may not be any. Nice product Sony! It's been this way since I bought the product.OK, I have this same problem, but you can make it work by opening the battery compartment and moving one of the 2 batteries out and re-inserting it. If you have a video camera with a night vision setting, wait until dark, turn out the lights and turn the camera onto night vision and look the the remote. When you press the buttons on the remote does the small led transmitter on the front ligh up. If so the remote is working but possibly sending the incorrect signals.

Why am I unable to program the RCA remote control to operate a component?
Why am I unable to program the RCA remote control to operate a component?
If you are unable to program the remote control to operate a component, review the following information:
Compatibility If
none of the programming procedures work, the universal remote control
may not be compatible with your components, based on the type of
infrared technology and the age of the components. Some RCA universal
remote controls will only work with components manufactured after 1990.
Distance If
you are testing the remote control after you have entered a code, you
may be too far away from the component or you may not have the remote
control aimed directly at the component. Because the remote control
uses infrared (IR) technology to communicate with components, there
must be an unobstructed path between the remote control and the IR
sensor on the component.
Code Entry Methods If the Direct
Code Entry method was used to enter the codes for your brand and the
unit is still not functioning properly, try one of the automatic code
search methods instead. During automatic code search, the remote
searches for the correct code to program.
Modes For the
remote control to know which component you wish to operate, you must
put the remote control in the correct mode by pressing the
corresponding component button.
Combo Units To program the
remote control to operate combo units, such as TV/VCR’s, TV/DVD’s, or
TV/VCR/DVD’s, use the combo codes in the Code List to program the
individual corresponding component buttons. Once programmed
successfully, the TV button controls the TV functions on your unit, and
the DVD or VCR button controls the DVD or VCR functions, respectively.
The codes in the combo section should be tried first, using the Direct
Code Entry method on the TV and DVD or VCR buttons. If this is
unsuccessful, use one of the Code Search methods to program your combo
unit.
Batteries Make sure the batteries are new and properly installed.

Try to set it with an other set-up code said for your device.
Programming Notes
• If your device does not respond to the remote after trying all codes listed or your brand is not listed in the code list,
use the Auto Code
Search method to program your remote.
• Sometimes the first code that "works" with your device may operate only a few functions of your device. There may
be another code
in the code list that performs more functions. Try other codes from the code list for more functionality.

Just in case you don't have the manual I also included the steps to input the codes. Hope this helps
Follow these steps to program the remote control. NOTE: Even though the FUNCTION buttons are labeled for specific components, they can be programmed to operate any
type of equipment that is compatible with this remote control. For
example, the BD/DVD function can be programmed to operate a VCR, AV receiver, etc.
Turn on the component to be programmed.
On the remote control, press and hold the INPUT button.
While holding INPUT button, press the FUNCTION button for the desired component.
Release both buttons.
NOTE: The FUNCTION button will blink for approximately 30 seconds or until a code is entered.
Using the number pad, enter the component's manufacturer code.
NOTE: If more than one code number is listed for the manufacturer, enter one code at a time until you find one that works.
Press the ENT button.
NOTE: The FUNCTION will blink twice if the programming is successful, if not, it will blink five times.
Point the remote control at the component.

replacing the batteries.
Some product functions may not be able to be controlled
by the remote control. Use the remote control provided with the
component.
In some rare cases, you may not be able to operate your
non-Sony equipment with the supplied remote control. This is because
your equipment may use a code that is not provided with this remote
control. In this case, use the remote control that was provided with
the equipment or purchase a universal remote control that has a
learning function.
If programming fails, it may be necessary to reset the
remote control. To reset the remote control, remove the batteries and
press each button on the remote control twice.
You need a brand new one of THESE and they are priced from 10.95 to 39.95 or less than the bench time to "fix" the vcr button on your remote, and since remotes are always coming up missing, you will have a spare for all functions except the vcr and a basis of comparison for future troubleshooting processes as other functions fail, if any such failure should occur.
You must first find out why the remote control is not working properly. These remote controls have been having problems with new batteries. The battery holder on the positive side need to be adjusted out to make sure its making contact with the batteries. This may be the reason the remote control is not working. After you find the problem with the functioning of the remote control you can go to the RCA customer support website http://voxrightnow.custhelp.com/cgi-bin/voxrightnow.cfg/php/enduser/std_adp.php?p_faqid=1769&p_created=1209688350&p_sid=6-sdxLAj&p_accessibility=0&p_redirect=&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9ODE4LDgxOCZwX3Byb2RzPTE1OCZwX2NhdHM9MCZwX3B2PTEuMTU4JnBfY3Y9JnBfc2VhcmNoX3R5cGU9YW5zd2Vycy5zZWFyY2hfbmwmcF9wYWdlPTEmcF9zZWFyY2hfdGV4dD1yY2Egc3lzdGVtIDUgcmVtb3RlIGNvbnRyb2w*&p_li=&p_topview=1 find the codes for the components you want to use with the remote control.
