I had the same issue. After some research, I determined I was missing a black "duckbill" gasket on the bottom of the dirty water collection tank.
This caused reduced suction, and for the water to pool at the botom of the spotbot, thus leaking.
I purchased the gasket at Bissell for 1.39. The part number is 203-6646.
I purchased my SpotBot new from Target, and never remember seeing this black gasket, but the difference is night and day.

here. I do a lot of work on the Vax range of
machines (very similar) and 90% of the time it is the filters and/or
the seals once they get a build up of shampoo on them they no longer
seal properly but once removed and rinsed thoroughly they work again.
Rinsing the machine through with clean water after a shampoo job will
help this not happen again.
