That is a file in the operating system, try to "repair" the operating system as you install it.

Tip

Fix missing .dll file message.

Have you ever gotten a message on your computer saying that you are missing a dll file? I have gotten many of these messages and though a lot of people don't know it, it's one of the easiest problems to fix. dll files are basically how a program talks to the computer to tell it that it needs something. It may be something like it needs to print something. Without these dll files your program may be completely worthless. I did't do anything. How did my file go missing? This is a good question and there a lot of ways a dll file can go missing. You may have a virus on your computer that deleted it. It may have gotten corrupted some how and is unusable. The good and bad thing about dll files is they can be used by more than one program. It's bad because it may mess more than one of your programs up if it goes missing but its good because they are more widely available. Now, how do I get my dll file back. here is where it gets so easy. There are so many sites on the internet that offer dll files for download. My favorite happens to be dll-files.com but a quick Google search will reveal many more. All you have to do is go to this site and copy or type your missing dll file into the search bar. When the results return just go through the few steps to download it. After you've downloaded it you may need to extract it. If so you will need a program like winzip or winrar. Just right click on the file and select extract here. When you have just the dll file the only thing left to do is place it in the location that the message says its missing from. All done now you can enjoy your programs working the way you want them to.

I cannot open my internet it says i need to reinstall WRusr.dll before i can open it how do i get it back without the internet?

Check you antivirus and firewall settings make sure internet is allowed.
Internet connection and network errors can be frustrating and confusing to a casual computer user.
However, Internet Explorer provides a diagnostics tool to help identify and even repair the most common network issues.
This tool is simple to use, organized in steps, and can help get a computer back up and running quickly.

Open Internet Explorer and click on the "Tools" button in the control bar at the top of the window. From the "Tools" menu, select "Diagnose Connection Problems."
A window will appear, displaying the start page of the diagnostics tool.
Follow the instructions to determine the cause of the connection error.
The diagnostics tool will ask a series of multiple-choice questions about the connection problem you are experiencing.
Close all programs and restart the computer.
If you continue to receive an error when attempting to connect to the Internet, check that all cables and power-supply cords for the computer, modem and/or router are properly connected. Then, run the diagnostic tool again.

Create the menu tab on your homepage right click in the top toolbar you should see a number of toolbar options select the menu tab which will add File Edit View Favorites Tools and Help
Click on the tools at the bottom of the drop down list will be internet options or
Click start control panel internet options you will see a home page box To Create Page Tabs type
each adress on its own line (type in google.com) or your preferred home page and browser
below that will be change search defaults click on settings you will see all search Providers
Toolbar extensions and Accelerators you have if don't need any of them you can disable or remove them
Click start type cmd press enter you will be in DOS mode
type in ipconfig press enter
you will see all of your internet connection details
or type in your default gateway adress into your internet search should read something like 10.0.0.138 to get an internet connection

The cause of this issue
CAUSE loadTOCNode(1, 'cause'); This behavior may occur for one or more of the following reasons: • The (Default) value setting in one or more of the following registry keys points to an incorrect location for the Urlmon.dll file: [HKEY_CLASSES_ROOT\CLSID\{79eac9e0-baf9-11ce-8c82-00aa004ba90b}\InprocServer32] [HKEY_CLASSES_ROOT\CLSID\{79eac9f1-baf9-11ce-8c82-00aa004ba90b}\InprocServer32] [HKEY_CLASSES_ROOT\CLSID\{79eac9f2-baf9-11ce-8c82-00aa004ba90b}\InprocServer32]This Behavior May Occur if you install a customized version of Internet Explorer that was created with the Internet Explorer Administration Kit (IEAK) version 5.01 Service Pack 1 (SP1), 5.5 SP1, or 6.0. • The following registry key is missing or damaged: HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-C000-000000000046} • One or more of the following files is missing, damaged, or improperly registered: • Urlmon.dll • Mshtml.dll • Actxprxy.dll • Oleaut32.dll • Shell32.dll • Shdocvw.dll
RESOLUTION loadTOCNode(1, 'resolution'); To resolve this problem in Internet Explorer, follow these steps: 1. Quit all programs that are running. 2. Click Start, and then click Run. 3. Type regsvr32 urlmon.dll, and then click OK. 4. When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.If this does not resolve the problem, repeat steps 2 through 4 for each of the following files (in step 3, replace Urlmon.dll with each of the file names below): • Shdocvw.dll • Actxprxy.dll • Oleaut32.dll • Mshtml.dll • Browseui.dll • Shell32.dll Windows XP and Windows 2000 only loadTOCNode(3, 'resolution'); Restart the computer to enable the changes to take effect.

If the problem is still not resolved, verify that the following registry values are present and correct: HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-C000-000000000046}
Name: (Default)
Value: IDispatch
HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-C000-000000000046}\ProxyStubClsid
Name: (Default)
Value: {00020420-0000-0000-C000-000000000046}
HKLM\SOFTWARE\Classes\Interface\{00020400-0000-0000-C000-000000000046}\ProxyStubClsid32
Name: (Default)
Value: {00020420-0000-0000-C000-000000000046}

If the problem is still not resolved, reinstall Internet Explorer. If you are using the version of Internet Explorer that is included with your operating system, reinstall or repair your operating system.

Thanks
