It is easy to have insoluble items clog underneath the lower spinner. Take it off and clean the holes thoroughly. Check for bits of glass. If this is not the problem, it could be that the pump is broken.
Based on hoe you`ve described the issue with your Asko, initially it sounds like a faulty inlet/water fill valve...
But, I`d like to clarify the symptom first. Does the unit complete the fill cycle and then do nothing, or it just energizes the fill momentarily then does nothing ?
Also I will ask to verify the model is an Asko 1375 ?

Had a similar scenario on my Asko 1325. I simply removed the unit in preparation to chuck it, but once outside decided to check the inside of the pump/impeller and the electrical connections. Found plastic debris in the pump, and wiggled every electrical connector of its attachment and then re-attached it. Tried the Asko-fiasko outside and it worked.
BTW be prepared for an electrical failure/ meltdown as per the following two photos:
