Computer does not boot up The problem maybe the RAM, it is faulty or just needs reseating to make proper electrical contact.
Reseat the RAM and then boot up your laptop. If it still does not boot up then remove the RAM module/s and take them to your friendly computer repair shop and get them to test the RAM for you. Just like you sometimes need a mechanic to repair your car, sometimes you do need a technician to diagnose and identify the fault or faults on your computer. Not only does a good service technican have the experience to deal with this type of problem, they also have the equipment that allows them to look at things the average computer user can't see, and he has a collection of replacement parts that can be used to quickly test individual components on your computer.

What did you do in bios ?
You might have to go back into bios and set fail safe or optimized defaults.

Restart your computer During the boot process you will see on the screen to press a certain key to enter setup usually the Delete or F2 key this will vary depending on your computer and operating system Press and hold that key during the boot up process to enter BIOS using the arrow keys load failsafe defaults or load optimized defaults press escape then press f10 to save to cmos to restart. Dell 4700 wont boot up


to boot up:
1.Restart Your computer Press Delete until BIOS setup appears.

2.Go to Advance BIOS setup then Boot sequence.

3.First Boot Your CD-Rom, 2nd Boot the HDD-0.

4.Save The Settings Then restart.

5)when appear "press any key to boot" then click ENTER button of your keyboard it will automatically boot.

I am assuming you are running Vista or Windows 7. According to Microsoft this error is an issue with .NET framework. They suggest you turn off .Net, restart your computer, then turn .NET back on. Here are the instructions they give you.

Error code 0x80131700 is usually relevant to the old version of .NETFramework installed on your system. By default, the built-in version ofMicorosoft .NET Framework is 3.5.1. You can reinstall Microsoft .NETFramework 3.5 Service Pack 1 through the following steps:

Step 1:

a) Click the Start and type: "features" in the Search box.
b) Select "Turn Windows Features on or off " and click Enter.
c) Find Microsoft .NET Framework 3.5.1 and uncheck the box.
d) Restart the computer.
e) Repeat the step 1) to step 2.
f) Check the box before Microsoft .NET Framework 3.5.1.
g) Restart the computer.

Step 2:

If the issue persists, then I suggest you to perform the process by booting the computer in Clean Boot and check.

I turn my pc on and it come on but it wont boot up. After several times of turning it on and off it boot up but tell me the system is fixing the problems. Aftrer about 5 minutes of the system fixing...

try to boot your computer to safemode,restart computer then keep on tapping F8 while turning on, if nothing happens,try to insert the recovery disc that came with the computer and boot from it,

try booting up in safe mode and run Disk Clean up, and run a Virus scan, and anti-spyware scan, update all system drivers. and scan for disk fragment faults

You need an antivirus program to be installed after installing your operating system. Do it in safe mode. If problem persists let me know.

just try to boot in safe mode,if the problem is not solved then try to boot in last good configuration, if the problem persist then you have to repair or reload the os
