Question about Karcher Garden
The rotating head no longer spins, but can be turned by hand (although very stiff). Cleaned thoroughly, lubricated (dismantled as much as possible) ... at a loss as to what to try next.

It sounds like your heads are damaged and need replaced. You can not repair theheads if damaged. You will find replacements for Arcitec shavers at shaveroutlet.com. See link below

I believe your drain pump filter is just clogged. The drain pump is trying to pump the water out before the Spin cycle, but can't. Usually this is caused by a foreign object that is obstructing the impeller. See my tip on how to access, drain & clean the Drain Pump Filter:
ACCESS, DRAIN & CLEAN THE DRAIN PUMP FILTER
After this, the Spin cycle will run, after the drainage procedure. If it does not, then you may need to replace the Drain Motor. Which is a easy task.

WASHER FILLS WITH WATER, THEN WON'T AGITATE. TURN KNOB TO SPIN AND IT DRAINS THEN SPINS. STILL WON'T AGITATE please show me a diagram

If the fly wheel is going around then the clutch isn't disengaged to wind the bobbin, you need to pull out the flywheel on your model to disengage the clutch for bobbin winding.
Take thread from thread spool across to bobbin winder thread guide, then back to bobbin and thread the tail through the hole on top of the bobbin. Place bobbin onto spindle on top of machine and then push it against the stop to engage the bobbin winding motor. HOld the thread tail up and start winding slowly until the bobbin core has been covered including the starting point. Stop and trim off the thread tail with scissors. COntinue winding bobbin and give the thread a nudge if needed to wind evening top middle and bottom of the bobbin. A good smooth wind is important. Also don't wind at full speed and keep an eye on the thread reel that the thread is coming off, you don't want it bouncing around as this will **** the thread and stretch then relax it affecting your bobbin wind.
Obviously if you know this and the bobbin winding mechanisim is just not working, then it will need a service/replacement by an Elna repair person.

Tips for a great answer:

a flat screwdriver to unseat the tabs that hold the front top cover
in place. This will expose the flywheel and pedal arm connection
points. Rotate the flywheel by hand and determine whether lubrication
will accomplish the repairs. If the bearings are exposed, use a
grease gun with an extension nozzle and lubricate both bearings with
lithium grease. If the bearings are damaged or sealed, proceed to the
the front and side covers on the main frame. Hold the flywheel with
one hand and use a box wrench to loosen the bolts that secure the
pedal arms at each side of the flywheel. Pull the arms away from the
flywheel and remove the bearings from each side.
Test the bearings as before. Lubricate exposed bearings with lithium grease and reinstall them. Sealed bearings must be replaced. Reattach the pedal arms to the flywheel. Replace the main frame covers and front top cover to complete the repairs.
