if the charger is a 12-14 v charger you would have to charge 1 of the batteries at the time. connecting both in parallel during charging would cause a short. and in series (the way you have them wired) would provide too low a voltage for the batteries (6-7v each)
if the charger is 24-28v charger you would connect to the wires going from the batteries to the controls/motors (not the connection between the batteries) this will provide each of the batteries 12-14v charge
connect the charger to the socket, then connect the charger to your laptop. if it does not charge remove it for 5mins, connect the charger back. it will work now. sometimes when the battery is fully charged and you remove the charger and connect it back it may not charge until the battery is low;lets say 99%.
this happens if there is lose connections from the electric charger point, try connecting to other switch board, or there may be a problem with ur charger also, plz get it checked.
