Canon Technical Support for this one. This is possibly a known issue and warrants a replacement camera.

Black screen icons show up on screen

A stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, sometimes with lines, especially when taken outdoors (for shutter stuck open). To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so, please see this link for further info and a simple fix that may help.

There is no image showing up on the display. There are function icons on the screen and you can go through the menu but when you point to shoot a picture the screen is black with the icons.

My screen is blank can not see anything

do you have the lens cover open? do you get any error code or warning message? do this: make sure you have fully charged battery. close the lens cover.make sure cam is off.open lens cover by sliding it down until click is heard.if no go.close lens cover.make sure cam is off.remove the battery from cam for at least 15secs.reinsert battery.open lens cover until you hear the click.if no go try this. can you see the operational buttons and icons on the screen? if you do try to initialize the camera. touch HOME ->settings (looks like a toolbox icon) -> Main Settings (touch OK) -> [Initialize] -> [OK]. if it doesn't work service might be required.thanks :)

Displays icons but won't register pictures

First make sure that you accidentally didn't turn off the screen by repeatedly pressing the DISP button to cycle it on and off. If that didn't fix it, and if your camera is less than 1 year old, call 1-800-OK-CANON to arrange free warranty repair.
If your camera is more than a year old, a stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. Screen black in all lighting. Icons and menu show and can view photos already on card, but screen black in all modes. Can take picture, but it is also black. Lens cover is open. Nikon Coolpix 4600. Thanks...

Hello, I went and researched a few points in the manual and hope this helps to some extent. If this doesn't help, try resetting your camera by removing the batteries for 30 seconds, then reinstalling them and turning on the camera again.
Monitor is blank:
• Camera is off.
• Batteries are not correctly inserted or battery-chamber
cover is not properly latched.
• Batteries are exhausted.
• EH-62B AC adapter (available separately) is not properly
connected.
• Camera is in sleep mode. Press shutter-release button
halfway.
• Monitor is off.
• USB cable is connected.
• AV/Video cable is connected

No picture is taken when shutter release button is pressed:

• Camera is in playback mode.
• Batteries are exhausted.
• Red (!) lamp flickers: flash is charging.
• Green (AF) lamp flickers: camera unable to focus.
• Message "CARD IS NOT FORMATTED" appears in
monitor: memory card is not formatted for use in your
camera.
• Message "OUT OF MEMORY" appears in monitor:
insufficient memory to record picture at current Image
mode setting.

A few questions for you

If you take the picture and move it to a computer do the lines show up on the picture when it's on the computer screen?
If yes you probably need a new CCD. A CCD take what the lens see and turns it into a digital image.

If the picture comes out fine it may be a loose cable or bad LCD screen.

Either way http://www.precisioncamera.com can fix it for you, they are a bit expensive but do a great job.
