F2 worked for me to get to Bios, however still unable to enter the Ctrl-P Intel ME management area as it seems to have a separate password.

There should be a battery on the motherboard which keeps the BIOS memory. Remove it (and the main battery of course)and press the power on button ( I would give the laptop some time for residual current to drain anyhow say 5 or 10mins overnight if you want to be really certain. You should find that the BIOS resets when you try to boot everything back up.

How to reset the boot password in toshiba portege a100 laptop

The BIOS password is removed by the BIOS configuration, you need the BIOS password to get into the BIOS configuration. But if you do not have the BIOS password then you need to construct this dongle device.
TOSHIBA BIOS PASSWORD DONGLE
You can build a dongle that plugs into the printer port.Purchase a 25 pin male D sub connector and solder insulated wires to the various pins as listed below. The pins are numbered on the connector
http://www.tilman.de/sonstiges/toshiba/dongle1.jpg this is a picture of the finished dongle

Wire the pins as follows :-1-5-10, 2-11, 3-17, 4-12, 6-16, 7-13, 8-14, 9-15
Plug the finished dongle in the printer port and power up the laptop. The password will be reset, go into the BIOS configuration to check the BIOS password, you may have to disable the BIOS password.

Try This: Resetting a Toshiba BIOS Password KeyDisk will reset the BIOS password on Toshiba laptops.
Older Toshiba laptopsmag-glass_10x10.gif can be convinced to boot without their power-on BIOS password by attaching a dongle to the parallel port which crosses a number of the pins. The pin out is:
Pins 1-5-10 2-11 3-17 4-12 6-16 7-13 8-14 9-15 Some Toshiba's can be convinced to bypass the startup BIOS password if you hold down the <LEFT-SHIFT> key while booting the system.
