I'm not familiar with this type of vacuum, but if it's like most kirby's the powerhead gets all its motion off the tapered spindle underneath the powerhead. IF the belt is installed backwards on this spindle then all motions are reversed. there should be an arrow stamped into the blower housing. the belt should be installed so it is nearest to the arrow in the direction of the arrow on the housing.

Make sure that your power nozzle has a little metal prong that plugs into the little rectangular hole in the fan case. If the prong is broken, you'll need a new nozzle. If the prong is intact, you'll need a new switch. Here is a link to help with the repair and help you locate the switch.

Your belt is not properly connected. Here is the instructions to properly install the belt on the main power nozzle. It works exactly the same way as the shampooer head, so this should be of help...

It is most likely the belt. You cannot reverse the suction. First check to see if the bag is expanding when running. If the bag is blowing up then it is the belt if not it is clogged just take the bag off from the vacuum and remove the head you will see the obstruction.

Power off the vacuum.
Unplug the power cord from the wall.
Remove the head or hose attachment.
Look at the fan and make sure all the fins on the fan are there.
If part of one or more is missing it will cause the fan to wobble and shake.
