In many cases the choice between single quote marks and double quote marks have to do with: 1. how readable do you want your code to be and 2. which method of coding will be the most efficient in terms of loading speed of my page. There is a small article located at http://v1.jeroenmulder.com/weblog/2005/04/php_single_and_double_quotes.php which should give you some idea.
Also, it depends on what you are putting between quotes. I essence, always remember this: variables placed between double quotes are parsed by PHP. Read the manual on http://us3.php.net/types.string regarding the different ways to use quotes when using strings in PHP. This is the article that explained everything to me when it comes to using single or double quotes.
