simply update the programs that youtube is requesting. if it still doesn't work, make sure those items that the page is requesting are turned on, and not disabled by security software. also, check with the browser itself to make sure those programs are not turned off.
I tried many things other than turning Java Script on, I think it's the option to allow the on site video player to run. Then I restarted my computer and it works. As I told I'm not sure it's that because I tried many things. Maybe youtube needs the option.

Tools -> Internet Options -> Security Tab -> Click on Custom Level -> Scroll down to Scripting (near the bottom) and click Enable for Active Scripting.
Then OK, and OK again.
