Most likely you will need to toggle the mic boost. The below steps with help you do this.

1. Click START / PROGRAMS / ACCESSORIES / ENTERTAINMENT / VOLUME CONTROL.
2. Click OPTIONS / ADVANCED CONTROLS.
3. Click ADVANCED below the MICROPHONE slider.
4. Toggle the MICROPHONE +20dB BOOST option.
5. Click OK.

Soundcard

Is the outgoing sound dampened? You can go to:

Start -> Control Panel > Sounds and Audio Devices (or something similar) and choose Advanced Volume Control.

You can also doubleclick the speaker icon next to your systemclock on the bottom right of your screen.

In Advanced Volume Control, make sure the correct soundcard is selected. If not go to Options -> Properties and select the correct one over at Mixer device.

Anyhow. Make sure that the sliders for outgoing sound don't have the "Dampened" checkbox checked.

I hope this answers your problem, if not tell me.

Greetings,
