If the lines are only on your laptop screen, it is generally the display IC on the LCD panel.
When plugged into an external monitor and you still see the lines, it is the video memory on your laptop.

Yes, this is a defective screen. The only fix is to replace the screen. It's called a column of dead pixels. Since it is under warranty, contact HP to have them warranty it out or take it back to the place you purchased it from for an exchange. after looking over the spacifics of the model you posted, I'm not certain that you are correct in assuming this monitor is meant to be viewed virtically. The issue is the monitor's resolution. Typicaly, your monitor's resolution dictates it's orientation. for your model:
Recommended resolution (H x V) 1680 x 1050 @ 60 Hz
that means your monitor is not meant to be virtical. However...
If you indeed wish to tilt your monitor on it's side, depending on your graphics card, you may be able to use proprietary software to " rotate " the display.
(nVidia has settings such as these for some of thier graphics cards. )

if the lines flicker and change when you put pressure on the screen it sounds defective lcd screen, there are these conductive rubber pieces that lead the signal into the lcd panel and once the connection deteriorates there is no going back. the screen could still be replaced, there are laptop repair places that do it, but you have to have to weigh your options with buying a new laptop, repair could be up to 50% of what your's is worth as a 2nd hand laptop.
you can try to fix it yourself, there are guides online on google and you usually get the screen on ebay for around 150.
