Turn off the phone, press 3 + green key + *, then turn on.. just hold the 3 buttons.The phone will be formatted.

If you ever tried debranding the phone youself and made a pigs ear of it, and your phone says " phone start up failed, contact the retailer" below is a way of reformatting the phone back to the original factory settings.

1 power the phone off, 
2 press and keep down the keeys green/talk + '3' + '*', - power on the phone at the same time
3 release the keys when the formatting starts.

have a way solve it,u can manual format the phone by your self. press hold CALL,* ,3 and ON/OFF suit. remember Press hold 1 min. if success,phone will show langue select.

Just format the phone by pressing * + 3 + green button and switch on the phone. But don't release the three button until it start in normal mode.

This is a Software Problem because your phone's software is damage or corrupted .
Solution

Go to Service Center and SOFTWARE RESET your Device with the help of UFSX,TORNADO etc
