If its only f9 key, sounds like your keyboard is bad. If you have another computer you can test it on, do it. If it works there, its somewhere in the computer. If not, buy a new one

SOURCE: Keyboard keys suddenly stopped working

Before you try steps #3 & #4 unplug USB receiver from computer, connect old kyboard then re-power your system. Once power is backup plug-in USB receiver and your mouse should be working. If you have a password-sign-in using old keyboard. Once I signed-in a logitech dialogue box opened asking me to encrypt logitech kyboard. Follow directions on screen and I was up and running in 2 minutes without having to un-load or re-load any software.

SOURCE: keyboard keys that have purple numbers are locked. Can't type.

Your "Num Lock" is on.
Look for the num lock key (it's similar to the "caps lock" key in function)
If the "num lock" is blue, you may have to hold a blue "fn" key when you press num lock

There's is probably a light at the top of the keyboard that'll tell you when num lock is on.

Unlock number lock

On a laptop, the "Num Lock" key has a function slightly different than the one it performs on full-d desktop keyboards. Activating "Num Lock" on a laptop usually transforms a set of central keys, including many letters, into number keys, allowing typists used to entering numbers on a keypad to type efficiently. While on desktop keyboards "Num Lock" usually has a dedicated key, on laptops it often shares a key with another function on MacBooks, for example, it shares the "F6" key and you must hold down the "Shift" or "Fn" key to activate it.

Look for the "Num Lock" key on your laptop's keyboard. This is usually near the top of the keyboard. If the key says nothing on it except "Num Lock" if that's the only function the key performs you can just press it to activate the lock; a light will probably go on somewhere to indicate that "Num Lock" is on. If the key has multiple functions, you'll have to hold down a different key while pressing it. Hold down "Shift" and press "Num Lock" if the writing saying "Num Lock" appears above some other writing on the key, the way various symbols appear above the numbers on the keyboard's number row. Hold down "Fn" and press "Num Lock" if the writing saying "Num Lock" appears in a different color often light blue that's shared by the "Fn" key.

How to unlock cursor

You can't lock or unlock a cursor. What you have is a problem with your touchpad. Some computers have a little switch (many times a button near the touchpad or a keystroke combo of the FN key + a special function key that turns the touchpad on or off.
See if you can find that combo--there should be a picture of a touchpad on one of the special function keys.
Othewise, you will have to use an external mouse.

The kepboard on my toshiba laptop does not work. I tried unlocking it and pressing the fn key and f9 at the same time but that does't work either. Do I need to get a new keyboard?

fn+f9 is mouse unlock on a toshiba if you know how to remove your keyboard from the laptop to see if it somehow became disconnected if it hasnt then you will have to fully remove it my disconnecting the keyboard from the motherboard and get some cleaning supplies or prefer running alcohol and some q-tips and carefully clean the connection on the board if it has golden pins when you remove the keyboard (keyboard connector on keyboard) then you will have to use a skinny flat object and a papertowel carefully
