Take everything out of it that you can. That would mean the ram and drives, see if it boots. IF it does, then put the ram back and check it again. If it does put the hard drive back etc. If you get to the point that it wont boot with nothing installed then it could be a dead cmos battery or a loose CPU or something like that or a bad mother board.
Sounds like a motherboard fault. Remove the battery and power supply, hold down the power button for 30 seconds, this is an ATX reset if this doesn't fix the issue it's motherboard related.
If you can't get the laptop to post, most likely the problem is with the motherboard itself. Unlike Desktops, where components plug into motherboard and if one goes bad you can replace it, Laptops have all the components on the board. Replacing the board is not a terribly hard job for someone with experience, and the cost of a refurbished board is much less then a new laptop.
The RAM is not connected properly or it may have become damaged
you know it is useless to power up a battery powered computer without RAM so it blinks twice to tell you the situation then stays off.
Remove the Power Cord, Remove the Battery, then close the lid and turn the laptop over and remove the one screw that holds the dvd drive in place on the bottom of the laptop. Remove the Dvd Drive and in about 20 seconds put it back in and Try rebooting to see if it solves the problem.
Your dvd drive might be defective and needs to be replaced. You can find one on ebay. Just put HP Probook 4510s DvD drive in the search.
Once you take the dvd drive out you can also search on the model of the dvd drive. The model will be listed on the dvd drive.
Either your charger is not providing the perfect voltage or there is a short circuit in your motherboard. Try replacing the charger first. If still the problem persists then you should check the connector. try resoldering it cause loose connection in it also sometimes causes this problem.or you need to change the motherboard finally.
