Hi, your problem sounds like faulty RAM to me. Try different Ram or change the Ram you have around and see if this fixes it for you.

You have described the computer very well in details.
as for the problem what i understand is that the only light coming on at the front of the case is the power light.
From past experience this problem is caused by one of two things.
1- faulty power supply. even though the power light comes on the power supply can be faulty
2- faulty motherboard.
While I am sure it is one the above items still you can go through the process of elimination.
To eliminate other components you can remove the TV card an if you have a floppy drive make sure to disconnect that too. then the computer. if you have more than one stick of RAM you can try them one at a time.

1. Try re-seating your ram, video card, other pci cards, and cpu.
2. Check that all the cables are plugged in correctly.
3. Take the cmos battery out for 30 seconds to reset the Bios.
4. Just because the motherboard is getting some power doesn't mean it's not faulty. Check to make sure your power supply is good with a psu tester like one of these:
If you do these things and your psu checks out to be good then your motherboard is dead...
