There's a jumper on the system board you can toggle to take off the password feature... (see image)

1. Turn Off the Server and unplug the power source
2. Open the System
3. Located the PWRD_EN jumper and change the setting.

SOURCE: Does Dell PowerEdge 4600 Server support DVD ROM

I am working on one of these now and yes, it should boot from DVDROM. Be aware that it is a notebook style drive and there are no onboard IDE or SATA controllers, so once the drive dies you're in for a wallet hit. Same goes for the floppy drive which is integrated with the DVDROM. Even worse, the presence of the broken floppy usually means a USB floppy drive won't help when loading windows drivers at install time.

Bios password

unless you have a jumper to undo the password for the Bios, you simply need to remember the password, period. Some systems have a generic back-door password for the bios like dell could be dell or inspiron etc. you can google bios back door passwords

Need to reset the password on a Poweredge 4400 server.

You would need to use an admin account, local or network. I can be done via Active Directory or by anybody else that can Manage it via network.

The other option is to use a third party util like Hiren's Boot CD. Lastly is to format. gl

If the BIOS password, some dell's have a jumper to reset that.
