Question about John Deere Garden

This is the classic symptom of improper air/fuel ratio.
There should be an adjusting screw on the side of the carburetor -- it has a spring at the base -- turn this with a screwdriver slowly back and forth to see which direction makes it run better -- take it from there...

remove throttle lever assembly and if it is put together with a rivet?
take vise grip pliers and put in its jaws where it is connected or pivots at the rivet and squeeze it tighter at that point as it has worn with use. You will have to put out on it to make a difference
or if it is put together with a bolt ? its obvious
or if the throttle has indentations built in at certain points of travel then be sure the throttle assembly is tight enough to hit those and stay in that position

If your rpm's are high/sluggish and slow reacting its do to your govenor inside your engine needing to be fixed.There is a plastic housing with fingers on it that will break and allowing metal balls to free float.Another problem with them is that the washer under the retaining ring will fail or loose tolerance,also located inside engine.

You may simply need a new fuel cap,vacuum in the tank will rob your fuel and stall it engine,try taking off the fuel cap and see how it runs.If this does not help you may need a new fuel pump,which runs off of crank case pressure and should take over from the choke once the tractor has started.
