If you mean that you cannot launch regedit from the RUN command your file may be corrupted.
If you have the original OS CD then you can insert it in the CD ROM, restart the computer and when it asks you what you want to do select repair.
When it restarts your problem may be fixed. Remember before doing this to save any critical data.

Go to Search, and type in gpedit.msc, and press enter.
In Group Policy Editor, select User Configuration. Then select Administrative Templates, then select System. Then double click on "Prevent access to registry editing tools". A pop-up window will come up with two tabs, select "Settings" tab. Click on the radio button that says "Disable" and click on OK button. Are you the Administrator, and do you have the Administrator's password?

If so, then log in as Administrator and make the necesary changes.

However, if not, then you must reinstall the OS, to establish yourself as such.

Here is a method to disable it , if it bugs you :

Dr. Watson can be disabled using the registry editor:
  1. Start the registry editor (Start >> Run >> type "regedit.exe" >> Hit enter )

Methods to Remove the Registry Editing Restriction
Method 1 :- Using REG.EXE Console Tool

  • Click Start, Run and type this command
REG add HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem /v DisableRegistryTools /t REG_DWORD /d 0 /f
You should be able to launch Tweak UI, as well as the Registry Editor.
Method 2 :- Using the Group Policy Editor (Windows XP Only)
  • Click Start, Run and type gpedit.msc and press Enter
  • Goto the following location User Configuration | Administrative Templates | System
  • Double-click Disable Registry editing tools and set it to Not Configured
  • Exit the Group Policy Editor
Note:- If the setting already reads Not Configured, set it to Enabled and click Apply . Then revert it back to Not Configured. This ensures that the DisableRegistryTools registry value is removed successfully.

Virus attack is common these days and we often come across the problems like Disabled Folder Options or like Task Manager and Regedit disabled by Administrator. These problems are nothing but virus activities. The virus has infected our system and stopping us from accessing these options.

Pressing keys Ctrl+Alt+Del opens up a dialog saying that “Task Manager has been disabled by your Administrator” whereas you are the Administrator yourself. It becomes very annoying when you think that you can fix this problem by going into the Registry Editor but it doesn’t show up. Even the Folder Options gets disabled.
This problem is generally caused by a virus named “Brontok” but don’t worry just use RRT (Remove Restrictions Tool) that can easily solve this problem. RRT is free and can successfully enable:

2. Regedit (Registry Editor)
3. Task Manager
4. Show Hidden Files option
