If you mean that you cannot launch regedit from the RUN command your file may be corrupted.
If you have the original OS CD then you can insert it in the CD ROM, restart the computer and when it asks you what you want to do select repair.
When it restarts your problem may be fixed. Remember before doing this to save any critical data.

How to enable registry-editor in windows 8


Go to Search, and type in gpedit.msc, and press enter.
In Group Policy Editor, select User Configuration. Then select Administrative Templates, then select System. Then double click on "Prevent access to registry editing tools". A pop-up window will come up with two tabs, select "Settings" tab. Click on the radio button that says "Disable" and click on OK button. It sounds stupid, but you will be "disabling the prevention of access to the registry editor." If Registry Editor is not immediately available, you may have to restart to computer. Good luck!

Are you the Administrator, and do you have the Administrator's password?

If so, then log in as Administrator and make the necesary changes.

However, if not, then you must reinstall the OS, to establish yourself as such.
